What is the zoning for a property?

Select “zoning map” from the list on the left-hand side of the Development Services homepage to view the zone district map of the Town, or you may call 481-2954 for assistance. You will need the address of the property or the El Paso County Assessor’s Office schedule number. Keep in mind that, even though a property has a Monument mailing address, it does not necessarily mean that it is within Town limits. Properties in Woodmoor and surrounding areas north of Highway 105 and east of I-25 are not in the Town limits, so you will need go to the El Paso County website or call El Paso County for zoning information at 520-6300.

What are the zoning and subdivision regulations for a property?

See the links under Zoning Ordinances in the Development Services home page. The Zoning Regulations are Title 17 and the Subdivision Regulations are Title 16.

What is a Planned Development or PD Zoning?

PD’s are zoning and development plans that are tailored for an individual development. The Regulations for Regency Park, including Monument Marketplace and Jackson Creek, are found in Chapter 17.43 of the Zoning Code (see Zoning Ordinances link). Otherwise, the regulations for each development are found in the specific PD Site Plan for the project on file at Town Hall. They are also recorded at the El Paso County Clerk and Recorder’s Office. El Paso County zoning maps are available on-line.

What does PRD-2, 4, 6, or 10 mean?

It means Planned Residential Development with the maximum number of units per acre indicated by the numeral following PRD. For more information, see Section 17.43 of the Zoning Code for the Regency Park provisions of the Zoning Code.

Do I need a permit to put up a sign?

Most commercial signs and some signs in residential areas require a permit. Some signs are exempt from permits but these signs must still conform to the regulations. You must have permission from the owner of the property where the sign will be installed. See Section 17.56 of the Zoning Code for the Town’s sign regulations.

How do I get a building permit and when do I need a Land Use Permit?

A Land Use Permit must be obtained from Development Services for most improvements prior to your obtaining a Building Permit from the Pikes Peak Regional Building Department (PPRBD). Permits for re-roofing, replacement of water heaters, furnaces, or other plumbing and mechanical permits can be obtained on-line. You will need a current business license from the Town of Monument to obtain any Building or Land Use Permit, including an on-line permit, unless you are the property owner doing the work.

Land Use Permits are required from the Town for buildings over 120 square feet, basement finishes, kiosks, decks, and additions. Permit applications can be found by selecting "Applications and Forms" at the Development Services home page. You will need to submit your application to Development Services at 645 Beacon Lite Road.

Do I need a permit to tear down a building?

A demolition permit is required by the Town to demolish any building larger than 120 square feet. PPRBD also requires a permit for this activity.

What is the process for development approval?

All development applications, including site plans and subdivision plats, are submitted to the Development Services Department for review. Some applications can be approved administratively by Staff and others require Planning Commission and Board of Trustees public hearings. A pre-application meeting is required for all development applications (excluding Land Use Permits). Please refer to the Process Flow chart.

I want to install landscaping in my yard. What do I need to do?

A landscaping permit is required for new landscaping. The application can be found by selecting "Applications and Forms" at the Development Services home page. Submit the permit to Development Services at Town Hall or e-mail it to Greg Maggard. See Section 17.52.040 of the Zoning Code for water conservation provisions for lawns.

Do I need approval to remove trees?

Yes, tree removal requires a permit from the Development Services Department. Trees should generally not be removed unless they are dead or diseased, or causing a safety hazard.

What are the requirements for putting up a fence?

A fence permit is required. You will need to bring in a drawing showing that the fence will be located on your property, that the fence will not obstruct vision at intersections, and that it is in conformance with the fence regulations. Electric fences are not allowed. See Town Code Section 17.48.120 “Fences” for other provisions.

I am concerned about a proposed development. How do I voice my opinion and how do I participate in a public hearing or meeting?

Call one of the planners at 481-2954 for more information about the development. Written comments are also accepted by Staff on all development applications. If they are received before the Staff Reports are prepared, they are included in the Staff Reports that are sent to the Planning Commission and Board of Trustees. You may speak at the Planning Commission and Board of Trustees hearings on the development application. The Planning Commission meets the second Wednesday of every month, and the Board of Trustees meet the first and third Monday of every month. Both are at 6:30 p.m. and take place at Town Hall, 645 Beacon Lite Road.
