Where and how do I license my pets?

Pet licenses for incorporated Monument residents are obtained from the Pikes Peak Humane Society (PPHS). The Town of Monument contracts with PPHS for animal control and related services to include pet licenses. A current rabies certificate must be presented to obtain a license and discounts are offered to spayed or neutered animals. The license is valid 1 or 3 years from date of issue and is not transferable. Please notify the Humane Society of any change in ownership or address, or in the event of your pet's death. How do I register to Vote or change my registration if I have moved?

You can print out a registration application which is available on the El Paso County Elections Website. A link is provided in the Clerk Department in the Elections Tab.

What do you mean I do not live in the Town of Monument? Or, I live in Jackson Creek; I do not live in Monument?

Yes, it is true, Jackson Creek is a subdivision located within the Town of Monument. The Monument Post office is a Rural Postal Office; there are over 45,000 mailing addresses in the Monument, 80132 routes. However, there are ONLY approximately 5,000 residents (and growing) that live in the Town of Monument. Areas including Woodmoor, Woodmoor Greens, Shiloh Pines, Panoramic Acres, and other areas of Unincorporated El Paso County are NOT within the Town Limits. Areas along Baptist Road on the other hand which ARE within the Town limits often have a Colorado Springs, CO 80921 zip code even though they are within the Monument Town limits.

Who provides my Utility Services? (Those residing within incorporated Town Limits)

That depends largely upon where your physical address resides.

  • Garbage/Waste Removal. There is no public disposal service (private contractors).

Can I attend the Town Meetings? How do I know if something is going to be discussed?

Absolutely! The Town Board of Trustee and Planning Commission meetings are open to the public. Citizen participation and input is encouraged. See the Town Board or Planning Commission sections for Meeting Schedules and Agendas. The Agendas are also posted at Town Hall, and at the Monument Post Office. It is intended to have the agenda online in the future.

How do I get on the Agenda, or how can I provide input?

Town Board meetings follow a published agenda. If you wish to have an issue or item placed on the agenda, contact the Town Manager, or Town Clerk. The Town Manager sets the agenda the week prior to a meeting. If you wish to voice a concern or ask a question, there is a Citizen’s Comment period at the beginning and end of every Town Meeting. You may come to the meeting and come forward at that time. (To adhere to time constraints, it is requested that each person maintain a 3-minute time limit when speaking).

I have documents which require a Notary; does the Town have this service?

Yes, the Town has several Staff members who are appointed and commissioned as a Notary Publics. There is a small fee for notarization; this service is usually available Monday through Friday from 8am to 5pm.

Who qualifies for a Special Event Liquor Permit?

A Special Event Permit may be issued to any organization that is non-profit and registered with the Secretary of State for the purposes of a social, fraternal, patriotic, political, or athletic nature, and not pecuniary gain; or which is a regularly chartered branch, lodge, or chapter of a national organization or society organized for such purposes; or which is a regularly established religious or philanthropic institution; and to any political candidate.

Do I need a liquor event permit if the alcohol will be given away?

Alcohol may be given away or sold without permit if the event is open only to members of the organization or club. When an event is open to the public, a special event permit is required regardless of whether or not the alcohol is sold or given away.

Is there a limit to the number of permits an organization can obtain?

Organizations can obtain (10) special event DAYS per calendar year. This can be a one-day only or a combination of days and events not to exceed more than 10 days cumulative annually.

What are the requirements to obtain a Special Event Liquor Permit?

Applications for a Special Event Liquor Permit must be submitted at least 30 days prior to the scheduled event, and must include Special Event Permit Application, Town of Monument Affidavit and Questionnaire, diagram of premises, Certificate of Good Corporate Standing, and proof of possession of premises through a deed, lease, or written permission.

How long does it take to get a Special Event Liquor Permit?

Applications for Special Event Liquor Permits are typically processed, at both the local and State levels, within 30 days. A hearing is required for approval by the Town Board; usually the Board meets on the first and third Monday’s of each month. Notice must be posted and published at least 10 days prior to this hearing. If time does not permit for this requirement prior to the event, you will not be issued a permit.
